It fights against the causes and consequences of blindness and malnutrition by establishing programs based on data and research conducted around health system and food system. In Cameroon since 1992, we are mainly involved in the fight against Neglected Tropical Diseases, malnutrition and eye care.

Helen Keller International Cameroun is seeking a suitable candidate for the position of M&E Officer, based in Yaoundé, who will perform the following tasks:

Duty station: Yaoundé, Cameroon

Supervisor: VAS Project Manager

Type of contract: Fixed-term contract

Duration: one-year with possibility of renewal

Brief summary of job duties

Under the supervision of the VAS Project Manager, the M&E Officer is responsible for the monitoring and evaluation system, the design, management and implementation of VAS project activities that achieve the expected results in accordance with the required quality standards.

He/she will be responsible for data collection and analysis, regular monitoring of activities, conducting evaluations and writing reports to be sent to VAS project colleagues, SDAN, other partners, NGOs, donors, etc.

The Monitoring/Evaluation Officer will assist in the implementation of monitoring and evaluation of the Vitamin A Supplementation (VAS) project activities, documentation of project achievements, lessons learned and good practices including dissemination of results.

Description of Key Responsibilities

Under the supervision of the VAS Project Manager, the M&E Officer will be responsible for the following tasks:

Assist the VAS Project Manager in

  • Conducting all technical, administrative and financial activities to ensure effective operational implementation of the project;
  • Mobilizing and strengthening the partnership with the technical teams of the Sub-Directorate of Food and Nutrition (SDAN) and the EPI Central Technical Group (GTC PEV) of the Ministry of Public Health (MoH);
  • Developing an effective partnership with the MoH teams at the central and operational levels as well as with all stakeholders to develop, support and monitor technical and programmatic activities and to ensure good coordination of project activities
  • Ensuring coordination and synergy with other project partners and stakeholders
  • Preparing reports for donors

Put in place a monitoring and evaluation system

  • Develop a detailed project implementation plan in collaboration with the SDAN and the EPI and the monitoring and evaluation frameworks for existing and new VAS projects.
  • Define indicators to monitor the implementation of planned activities conducted by VAS Project Associates, VAS Assistants, interns, co-implementation partners, monitors, and temporary surveyors in data collection during routine implementation, surveys, or campaigns
  • Obtain appropriate technical assistance in the design and definition of indicators to measure program performance
  • Define the data collection and analysis associated with these indicators
  • Direct and supervise data collection efforts to align with the overall project monitoring framework.
  • Identify equipment needs for the implementation of the M&E system (software, smartphones, tablets, etc.)
  • Participate in the development of the annual work plans and technical strategy by integrating all the elements necessary for monitoring and evaluation
  • Participate in the production of M&E training tools and related training for Helen Keller International staff and partners
  • Supervise field staff such as: VAS Associate, VAS Assistant, interns, co-implementation partners, monitors and temporary surveyors in data collection during routine implementation, surveys or campaigns
  • Develop and provide good quality periodic (monthly, semi-annual, and annual) activity and performance reports ensuring adherence to strategic objectives and veracity of data Facilitate the monitoring and evaluation system;

Manage the Monitoring & Evaluation system

  • Ensure adherence to the planned schedule and prepare work plans, budgets and reports in advance to obtain necessary approvals; Collect all data required to monitor the implementation of planned activities and program performance (training, supervision, etc.)
  • Initiate and facilitate regular technical meetings with the SDAN, the EPI, and VAS Associates to monitor the successful implementation of the project and identify measures to avoid bottlenecks, including improving the quality of services;
  • Coordinate with program coordinators and supervisors on planned activities to ensure adherence to prescribed methodologies for sampling, data collection and data entry;
  • Conduct regular analysis of various data related to project activities
  • Provide feedback to program management reports for improvement.
  • Ensure that evaluation reports are shared and available.
  • Evaluate the effectiveness of programs in achieving their objectives set out in the logical framework and the use of resources allocated for the implementation of activities
  • Assist in the development of tools, models and databases according to the needs of the program; Constitute an information base and monitoring of activities, communicate and ensure good visibility of the achievements of the project;
  • Represent the project in meetings and other workshops at the national and regional levels upon request

Support research activities

  • Participate in the development of research questions relevant to the program
  • When needed, work with selected consultants to ensure rigorous data collection
  • Carry out, within the scope of his/her competence, any other mission and activity according to the needs of the project assigned by the direct supervisor

II- SKILLS AND COMPETENCIES:

- Have a university degree in Monitoring and Evaluation, Statistics, Nutrition, Public Health, Epidemiology, Health Economics/Management, Community Health, Medical Sociology, Project Management, be a professional in Health Communication (Communication for Development) or any other equivalent degree;

- Have a minimum of three (3) years of proven professional experience in Public Health and/or Immunization, Nutrition, Awareness;

- Have a good command of data processing software: STATA, SPSS, Epi-Info; power Bi, CSPRO, ONA/ODK, QGIS or Argis

- Demonstrated skills in using DHIS2 for data collection, tracking and dashboarding, and report generation will be an asset

- Demonstrated skills in developing forms for electronic data collection

- Capacity building, communication, and knowledge transfer skills, which are key elements of programs and projects supported by Helen Keller Intl;

- Have a good knowledge of issues related to Child Health, Nutrition, Immunization and Health Awareness;

- Excellent writing and communication skills, proficiency in basic computer software (MS Word, MS Excel, MS Outlook, MS PowerPoint, and MS teams), and internet proficiency;

- Have an excellent level of French and a good level of English (read, spoken, written)
